Cities and municipalities own a large number of public buildings to be able to deliver their services. Cities and municipalities don't have a good overview of the state of their buildings which makes an efficient management difficult. Ad hoc decisions relocate the public functions to new built administrative centres, leaving heritage buildings in need of renovation, empty. A need exists for an efficient allignment of the municipal needs on the one hand and the available buildings and sites on the other hand. Using this methodology creates a long term vision that municipalities use to make the most efficient and profitable decision leading to economies and a more efficient use of public means.

Overall objective

Cities and municipalities need an a strategy to take the necessary investment decisions. the aim is to take qualitative policy decisions that go beyond ad hoc decisions. A good analysis of the needs of the municipality and the future functioning of the available public locations is the basis to take the right decisions. A long term vision on the public infrastructure also offers opportunities to strengthen the municipal centres.

a methodology to develop a long term vision on municipal property including e.g. an investment and financing plan that includes innovative PPP-structures, new types of loans.

WVI wants to develop this methodology together with partners who are confronted with the same challenge. Pilot projects in the participating countries, applying the developed methodology, show how the long term property strategy leads to economizing in the public sector spending.
