Overview

The project would look to develop a toolkit to enable the incorporation of productivity improvements and maintenance cost savings in business cases for zero energy retrofits of commercial buildings and therefore substantially increase investment. Unfortunately DCC are already leading on Interreg projects so do not have the resources to lead on this project if it was successful.

Bloc 1

Overall objective

The project objective is to respond to the following problems: -Developing business case for investment in zero energy refurbishments (ie low carbon) of commercial buildings (incl. public sector buildings) is difficult as energy costs are a small part of building costs so paybacks are generally too long - Utilising maintenance savings from energy efficiency works would help but maintenance and procurement officers unfamiliar with contracts including performance guarantees over maintenance costs and see increased risks over the continued delivery of essential services - Utilising staff costs would help but incorporating productivity benefits into business plans is new, unfamiliar and lacks a robust evidence base or monitoring methodology - The link between energy measures and productivity is not robust enough to positively influence key stakeholders in building maintenance business case decisions With the following solution: - Review of current research into use of performance guarantees for maintenance and energy savings, relationship between productivity, building energy use and user behaviours - Case studies tailored to stakeholder types so they can be effectively engaged - Development of toolkits to incorporate productivity into zero energy retrofit business cases, Key Performance Indicators, monitoring methodologies, templates: monitoring plans, performance guarantees - Demonstrator projects, using capital funding to de-risk zero energy refurbishments to deliver carbon reduction

Outputs

Interregional workshops to share best practice, in particular learning from innovative programmes in the Netherlands (Kantoor vol Energie) - UK/FR/NL Regional workshops with important stakeholders (procurement officers, lawyers, energy managers, maintenance managers, facilities managers, contractors, HR managers) to understand issues and develop solutions - Case studies tailored to stakeholder types so they can be effectively engaged - Development of toolkits to incorporate productivity into zero energy retrofit business cases, Key Performance Indicators, monitoring methodologies, templates: monitoring plans, performance guarantees - Demonstrator projects, using capital funding to de-risk zero energy refurbishments to deliver carbon reduction

Expected result

Increase use of productivity and maintenance cost savings in low carbon retrofit business cases and contracts resulting in substantive reduction if carbon emissions from office buildings.
