    Common challenge

    One of the major challenges for the 2 Seas area is to achieve carbon reductions through introduction of low carbon technologies (incl. renewables and energy efficiency). This project is addressing this challenge; in particular the application of such technologies in maritime operations within small and medium sized (SMS-)ports. These ports face numerous common obstacles (f.e. limited resources, technical expertise, lack of collaboration, regulations) and as a result little has been done to reduce carbon emissions. Demonstrations of low carbon technologies and solutions in real life and different circumstances are required to raise awareness and to show feasibility. In addition to convince other SMS-ports it is also necessary to develop and showcase practical methods and tools as energy audit, potentials for renewables and the best mix of low carbon options. Finally SMS-ports needs practical models for low carbon investment & business cases and to come to energy cooperation structures.

    Main Achievements

    PECS has made a good start in the first period. All start-up documents have been delivered within the set deadline, the project and financial management functions well and a lot of communication has taken place (as posters, website, start conference, press releases and articles). A first Joint Advisory Panel (JAP) meeting took place in Dunkirk.

    All partners have submitted at least one claim, achieving a total of €2.69m, i.e. 48,49% of the forecasts for the period. The underspending is due to various factors, but mainly to the delay in obtaining an environmental permit for the steam-condensate system investment (O13) in the IndaChlor plant, following a change in the French legislation. The problem has been solved and delays in spending will be resolved in 2019.

    Regarding the overall progress, the project is almost on schedule. 4 out of 5 outputs to be realized in 2018 are ready: 2 outputs relate to tools/methods and 2 to investments. For ports and port related companies, practical methods are developed to perform an energy audit (O1) and to determine the potential of renewables (O2). The 3rd one, to gain insight into energy savings (O3) is almost ready. In 2019 these methods will be promoted to all other SME ports in 2 Seas area.

    Also 2 out of 8 investments have been realized: Wind turbine in Ostend and Linkspan in Portsmouth. Both are in use and monitoring programs have started. Because the energy audit method is ready for all partner ports baselines of energy consumption and CO2-emissions are now available.

    Work has also being done for other outputs as stakeholder analyses for energy cooperations (O5) and feasibility-verification studies for investments (O6). The last one is almost ready. The 6 other investments are all in preparation or implementation and will be delivered in 2019. Regarding specific objectives and results, not much can be reported yet because the first outputs have just been delivered and concrete results will be made visible in 2019.

    Cross-border cooperation proceeds well after a period of getting used to each other. Knowledge partners have collaborated on the development of methods and port partners contributed to this by testing’s. In the other way around, knowledge partners have supported pilot partners with their investments (short lists, tendering, implementation). Collaboration is also good with regard to management and communication. Partners make good contributions to monitoring, to substantive workshops and other events.
