One of the major challenges for the 2 Seas area is to achieve carbon reductions through introduction of low carbon technologies (incl. renewables and energy efficiency). This project is addressing this challenge; in particular the application of such technologies in maritime operations within small and medium sized (SMS-)ports. These ports face numerous common obstacles (f.e. limited resources, technical expertise, lack of collaboration, regulations) and as a result little has been done to reduce carbon emissions. Demonstrations of low carbon technologies and solutions in real life and different circumstances are required to raise awareness and to show feasibility. In addition to convince other SMS-ports it is also necessary to develop and showcase practical methods and tools as energy audit, potentials for renewables and the best mix of low carbon options. Finally SMS-ports needs practical models for low carbon investment & business cases and to come to energy cooperation structures.
Developing, testing and validating various methods, tools and concepts and realising and demonstrating proven and innovative applications for energy efficiency, specific coast-related renewable energy sources and energy storage in such a way that small and medium-sized ports will adopt and use these technologies much more, will start-up energycooperations with all local stakeholders (in and outside ports) and are able to reduce their carbon emissions significantly.
- 8 demonstrated technologic and economic feasible, innovative and state of the art low-carbon technologies in SMS-ports.
- 4 developed and validated tools and methods to achieve carbon reduction: energy audit, assessment of potentials of renewables, identification of energy savings, decision making to select the best mix of options.
- 1 developed and demonstrated model of an energy cooperation structure.
- 9 independent verification studies of feasibility of implementated low carbon technologies brought together in an overall report useful for other SMS-ports.
Organisations in the whole 2 Seas area who will benefit from these outputs are:
- 40 authorities of and local governments with SMS-ports.
- 40 companies in and users of SMS-ports.
- 20 SMEs specialized in low carbon technologies.
- 10 knowledge and research institutes specialized in low carbon and marine technologies.
Cross border approach
To achieve the main project objectives, outputs and results and to make them usable for all SMS- ports in the 2 Seas area it is necessary to work cross border and to have a partnership which includes a variety of ports and experienced knowledge institutions. Only then it is possible to develop widely applicable and useful tools and methods and to carry out pilot investments with low carbon technologies in order to demonstrate and validate their feasibility. Only when this can be demonstrated these examples can convince other ports to take the same measures. Also to develop good concepts and business models, which consist of a mix of measures, it is necessary to have different ports with very different circumstances on board in which these concepts and models can be tested and validated for wide use in the two seas area. Finally, the cross-border cooperation is needed to come to boundless usable governance structures in which authorities and all users of SMS-ports cooperate.
In this second project year PECS has made very much progress in the achievement of outputs, communication (newsletters, social media, press releases, publications and presentations at events), in spending, management and cross border cooperation.
All partners have submitted claims and achieved a total spending € 6.1mio (approx. 90% of the forecast and 75% of total budget). The underspending is mainly due to delays in the realisation of two pilots (O13-IndaChlor and O8-Hellevoetsluis). In both cases problems with permits are the main cause, but for O13 this has been solved and for O8 almost. So the project will spend the whole (or almost) budget by the end of the project in 2020.
Regarding the overall progress, the project is also almost on schedule: 8 out of 11 outputs to be realized in 2019 are ready. For SME-ports and companies 3 practical methods and 1 overall verification study have been completed and we started to promote these tools by meetings, events, website and direct mail. Because the energy audit method is ready for all partner ports baselines of energy consumption and CO2-emissions are now available. The same goes for challenges on renewable energies and energy savings.
Also 4 out of 8 pilots are ready: Wind turbine in Ostend, Linkspan in Portsmouth, Floating Solar panels in Hellevoetsluis and LEM-Platform in OD IJmond. For all pilots monitoring programs have started and demonstrations have/are taken place.
Work has also being done for other outputs as energy cooperations (O5, almost ready), testing & monitoring (O7, in progress) and the 4 last pilots (O8, O11, O13 and O14, all in executing phase).
Regarding specific objectives and results, not much can be reported yet because most outputs have just been delivered and concrete results will be made visible in 2020. The tools/methods are ready since spring 2019, but the promotion on these tools has just started, so we don’t yet know how much they are used by others. On two pilot-outputs we have the first results regarding reduction of CO2-emissions: for the Linkspan (O12) and for the medium sized wind turbine (O10), see deliverables D.2.4.7 and D.3.6.4/D.3.6.5.
Cross-border cooperation proceeds well. Knowledge partners have collaborated on development of methods and port partners contributed by testing’s. In the other way around, knowledge partners have supported pilot partners with their investments (monitoring). Collaboration is also good with regard to management and communication.
