ORPHEUS aimed to develop new integrated and aligned services for online and offline prevention of political violence by extending the prevention service together with private and social institutions, and with young people and their educators as central actors. In order to do so, partners wanted to enhance the integral prevention model to address radicalisation. They targeted the interplay of offline & online causal factors: positive networks for young people; legitimate channels for expression and inclusive alter-narratives.
Partners addressed grievances through safe spaces. Young people were supported in learning to share grievances with other youngsters and educators (internal dimension) in combination with public expression of their grievances (external dimension). They sought to build resilience, critical thinking skills and increase the confidence of educators. Project partners developed transferable resources to enhance key analytical skills within young people. They empowered educators to facilitate difficult conversations with young people on sensitive topics - both offline and online - based on their trust relation with young people. Finaly, the project integrated online work on different levels of prevention. Online alter-narratives were developed to raise critical awareness of young people at risk of radicalisation, and to gain access to closed circuits, such as extreme right groups and DAESH sympathisers. 

No single Member State can fully respond to the current threats of political violence on its own. European countries and regions have developed their own approaches in reaction to the acute threats of political violence: local programmes have been developed on prevention, early detection, online recruitment, counter discourses, and different collaboration structures subsist across Europe. However, the expertise on these topics remains limited and fragmented, and is not easily transferred to other countries and regions. Whilst extremism groups and narratives operate across national boundaries, it is crucial that the response to this is transnational. 
In order to fill the knowledge gap on prevention, local practices need to be researched, tested and adapted on a cross-border level.
During project implementation, project partners learned to cooperate in a constructive way, developing methods, trainings and guidelines for professionals and policymakers that can be adopted in very different contexts. The challenges faced, especially the pandemic, eventually helped the partnership to become more innovative.
More specifically, partners were able to realise the following thanks to cross-border cooperation. They learned about different ways of working and different approaches, also in prevention work, together with learning that although the context may be different, some problems and issues are consistent across all regions/countries, e.g. managerialism, youth workers having to work in very fixed structures. Also, they gained an understanding of how to develop context proof products. Visits to the local organisations and contexts – such as schools - enabled partners to get out of their own context and better understand different countries. Partners admitted that working with a cross-border approach resulted in many discussions, but in the end it resulted in better outcomes for the project.
