state aid State aid means action by a (national, regional or local) public authority, using public resources, to favour certain undertakings or the production of certain goods. A business that benefits from such aid thus enjoys an advantage over its competitors. Control of state aids thus reflects the need to maintain free and fair competition within the European Union.
Aid which is granted selectively by Member States or through state resources and which may affect trade between Member States or distort competition is therefore prohibited (Article 107 of the Treaty on the Functioning of the European Union - TFEU). State aid may nonetheless be permitted if justified by objectives of general economic interest (SGEI), if it falls within the General Block Exemption (e.g. Article 20 - Cooperation costs of SMEs in ETC), if it falls within de minims or if it has been notified to and approved by DG Competition. |
aide d'état Une aide d'État désigne l'intervention d'une autorité publique (nationale, régionale ou locale), par le biais de ressources publiques, pour soutenir certaines entreprises ou la production de certains biens. Une entreprise qui bénéficie d'une telle aide se trouve ainsi avantagée par rapport à ses concurrents. Le contrôle des aides d'État répond donc à la nécessité de maintenir une concurrence libre et loyale au sein de l'Union européenne.
Les aides accordées de manière sélective par les États membres ou au moyen de ressources d'État et qui sont susceptibles d'affecter les échanges entre États membres et de fausser la concurrence sont donc interdites (Article 107 du Traité sur le fonctionnement de l'Union européenne — TFUE). L'aide d'État peut néanmoins être autorisée si elle est justifiée par des objectifs d'intérêt économique général (SIEG), si elle relève du Règlement Général d'Exemption par Catégorie (ex. : Article 20 – Coûts de la coopération des PME dans la CTE), si elle relève de la règle « de minimis » ou si elle a été notifiée à la DG de la Concurrence et approuvée par celle-ci. |
Staatssteun Maatregel van een (nationale, regionale of lokale) overheid waarbij staatsmiddelen worden gebruikt om bepaalde ondernemingen of de productie van bepaalde goederen te ondersteunen. Een bedrijf dat dergelijke steun krijgt, wordt dus bevoordeeld ten opzichte van concurrenten. Er wordt dan ook gecontroleerd op staatssteun om te zorgen dat er sprake blijft van vrije en eerlijke mededinging in de Europese Unie. Steun die door lidstaten selectief wordt toegekend of met staatsmiddelen wordt bekostigd en die de handel tussen de lidstaten kan beïnvloeden of de mededinging kan vervalsen, is daarom verboden (artikel 107 van het Verdrag betreffende de werking van de Europese Unie - VWEU). Staatssteun kan evenwel toegestaan zijn als deze wordt gerechtvaardigd door doelstellingen van algemeen economisch belang (DAEB), als deze onder de algemene groepsvrijstelling valt (bijv. artikel 20, Samenwerkingskosten van kmo’s bij ETS), onder de de-minimis-drempel valt, of is aangemeld bij en goedgekeurd door DG Competition. |

depreciation Depreciation is a loss in value of an asset over time. The full purchase price of an asset is eligible if the item is solely used for the project during its total economic and depreciable lifetime. Depreciation may be eligible, provided the cost relates exclusively to the period of support and that no public grants have contributed towards the acquisition of the depreciated asset. |
amortissement "L'amortissement est la perte de la valeur d'un bien au fil du temps.
Le prix d'achat intégral d'un bien est éligible s'il est utilisé exclusivement pour le projet pendant toute sa durée de vie économique et amortissable. L'amortissement peut être éligible sous réserve que le coût se rapporte exclusivement à la période de soutien et qu'aucune aide publique n'ait contribué à l'acquisition du bien amorti. |
afschrijving Afschrijving is de waardevermindering van activa in de loop van de tijd. De volledige aanschafprijs van activa is subsidiabel als het artikel gedurende zijn hele economische en afschrijfbare levensduur uitsluitend voor het project wordt gebruikt. Afschrijvingskosten kunnen subsidiabel zijn, mits deze uitsluitend betrekking hebben op de steunperiode en mits er geen overheidssubsidie is verleend voor de aanschaf van de afgeschreven activa. |
