The implementation of the Interreg 2 Seas Programme 2014 - 2020 is managed by different authorities: a Managing, Certifying and Auditing Authority. These bodies carry out specific responsibilities and play a crucial role in the successful implementation of the Programme.

Bloc 1

Managing Authority

The Managing Authority (MA) is formally responsible for managing the Programme on behalf of the participating EU Member States. The MA signs the Subsidy Contracts with the selected projects on behalf of the Programme.

 

The Interreg 2 Seas Managing Authority is the region Hauts-de-France in France.

Certifying Authority

The Certifying Authority (CA) is the body responsible for checking project expenditure, making claims for funding to the European Commission and making payments to projects.

 

For Interreg 2 Seas, the CA is the Province of East Flanders.

Bloc 3

Audit Authority

The Audit Authority is responsible for system audits and sample audits of projects.

 

For Interreg 2 Seas, it is the French Interministerial Commission for the Coordination of Controls regarding European Structural Funds (CICC).

 

The Audit Authority is assisted by a Group of Auditors comprising representatives of each Member State.
